Duties

This position is part of the Department of Defense (DoD), Missile Defense Agency (MDA). The incumbent will be responsible for serving as a Public Affairs Specialist , planning, designing, and executing a wide variety of communication activities to inform and educate numerous audiences, including the news media and the public, regarding the Agency's programs, activities, and services.

This position is being filled under AcqDemo Direct Hiring Authority (DHA) for non-acquisition positions involving 51% or more of time in direct support of acquisition positions within Business and Technical Management Professional Career path.

As a Public Affairs Specialist at the NH-1035-3 broadband level some of your typical work assignments may include:

  • This position is a Public Affairs Specialist, planning, designing, and executing a wide variety of communication activities to inform and educate numerous audiences, including the news media and the public, regarding the Agency's programs, activities, and services.
  • Acts as a spokesperson for the Agency, providing information on missile defense, responding to media and public queries, writing and assigning articles, news releases, brochures, public communication plans, and providing PA escort to principals attending public meetings in support of the Missile Defense mission.
  • Serves as a analyst and advisor to Agency management on evaluating and assessing the communication effectiveness of programs and operations. As a subject matter expert, advises management on policy formulation and articulation, and the potential public reaction to proposed policy.
  • Analyzes complex problems and develops alternative approaches for communication strategies to clarify misunderstood or controversial policies and programs.
  • Conducts a broad public affairs program with responsibility for planning, designing, executing, and evaluating difficult and complex national/international communication programs and strategies.
  • Assists in managing Public Affairs support contractor responsibilities, including news media monitoring, writing articles, web design, security and policy review and social media outreach.

Qualifications

You may qualify at the NH-03 broadband level, if you fulfill the following qualifications:

One year of specialized experience equivalent to the NH-02/GS-11 grade level in the Federal service as listed below:
  • Communicate principles, methods, practices and techniques; analyze methods; and interpersonal relations practices to advise other senior management staff in the agency on issues involving the application of communication practices in developing or enhancing public affairs matters and communication processes involving interaction with all of the agency's publics. OR
  • Analyze and evaluate methods and techniques to assess the development, implementation, and progress of communication in agency programs. Develop new public affairs techniques to validate and improve programs communication effectiveness and efficiency. OR
  • Facilitate functional programs to communicate between agencies and its publics on program related problems, activities, or issues. Experience in working with policies, programs, organizations, functions, resources, and legislation affecting the DoD and the organizations served, related customers, functions, resources, and users. OR
  • Establish and maintain effective working relationships with others representing opposing points of view or conflicting interests, and ability to establish and maintain relationships with key individuals/ groups outside immediate work unit and serve as spokesperson for the organization. OR
  • Prepare and/or edited written correspondence, ensuring proper use of English grammar, spelling, and punctuation, with coordinating skill in presenting concepts orally to achieve understanding of a point of view in a structured or unstructured setting. Established and maintained positive working relationships with local, regional, national and international media (both written and electronic) outlets.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
